In March 2018, the Indiana General Assembly adopted legislation which limits kindergarten funding only for students who turn 5 years old by August 1.

This new law will have an immediate effect on families applying to IPS kindergarten programs for the 2018-19 school year and beyond — including those who have already applied through the district’s three-round Choice Application Lottery using Enroll Indy’s OneMatch program.

However, because the new law didn’t take effect until March, IPS will honor all students who have already been matched with an IPS kindergarten program during Round 1 of the Choice Application Lottery — even if they don’t meet the new age requirement. Round 1 students received their offer (or match) under IPS’ previous waiver and before the General Assembly updated kindergarten eligibility requirements. (The previous waiver allowed students who turned 5 years old by September 1 to receive admittance into kindergarten).

Moving forward, kindergarten applications received during Round 2 and Round 3 of the Choice Application Lottery, as well families applying to non-Choice IPS schools, must adhere to the new August 1 cutoff date.

This means all families who applied to an IPS kindergarten program through the Choice Application Lottery during Round 2 — and whose children don’t meet the new kindergarten eligibility requirements — will not receive a kindergarten match through Enroll Indy. These families, however, are welcome to submit an application for an IPS Pre-K program through SchoolMint.

The new legislative change does not affect preschool funding or eligibility. Students who are 4 years old by August 1 are still eligible for IPS’ free, all-day Pre-K programs.
