IPS is pleased to share that Dr. Warren Morgan, who has served as our Chief Academics Officer since 2020, has been hired as the new Chief Executive Officer (CEO) of Cleveland Metropolitan School District.
Dr. Morgan will finish out this school year at IPS before heading to Cleveland, where he previously worked as an academic superintendent — supervising the city’s turnaround schools.
During his tenure at IPS, Dr. Morgan supported all aspects of the Curriculum & Instruction, Performance & Continuous Improvement, Postsecondary Readiness, Unified Student Supports and Athletics departments.
Under his tenure, IPS has built the capacity of teachers, support personnel and school administrators to implement effective instructional programs that assess and respond to the academic needs of every student.
Some of his impact in the district includes:
- Improving graduation rates
- The adoption of new math and science textbooks
- Increases in 2022 ILEARN districtwide scores, including outperforming three neighboring townships
- Improvements in NWEA scores
“Dr. Morgan has been an integral contributor to our Rebuilding Stronger Plan, overseeing academic planning for our school models — from curriculum to extracurriculars,” said Supt. Dr. Johnson. “While I will miss his thought-partnership and impact in our district, I am secure in his teams’ ability to continue to move not only their department work but also Rebuilding Stronger forward.”

“I am so humbled, honored, and grateful to be named as the next Chief Executive Officer of Cleveland Metropolitan School District. Cleveland was the first district I worked in as a central office leader, so it feels full circle to return to do this incredible work. I also want to express my sincere gratitude to my IPS family. We have done some amazing work for our scholars, educators, and community. I’m proud of the growth and achievement IPS students continue to demonstrate and look forward to the work that Rebuilding Stronger will do to create excellent and equitable schools across Indianapolis. Thank you to Dr. Johnson for her stellar mentorship and leadership. Though my work in Indianapolis will soon come to a close, I look forward to building on the lessons learned here to ensure excellence and equity in CMSD. Thanks #teamIPS!”
